To qualify for Safe Harbor under the Investment Tax Credit (ITC) program, the IRS requires clear, verifiable evidence that physical work has begun. Aligned with IRS ITC guidelines, our Safe Harbor / Start of Construction (SoC) inspections deliver independent, audit-ready documentation that helps demonstrate compliance.

From Battery Energy Storage Systems (BESS) and Photovoltaic (PV) components to transformers, our inspections ensure your manufacturing activities are independently verified and properly recorded.

What We Inspect
Our services cover all major components used in utility-scale solar and battery projects, including:

• Battery enclosures and containers (BESS)
• PV modules, mounting structures, and inverters
• Transformers – including radiators and LV coils
• Electrical components such as PCS, EMS, and cabling
  
  

Our Inspection Scope
We conduct on-site factory inspections to verify and document the following:

• Timestamped photos of key manufacturing steps (cutting, welding, assembly, winding, etc.).
• Verification of man-hours and labor activity for each project component.
• Serial number tracking and matching with purchase orders and BoM.
• Review of internal factory documents such as job cards, production logs, and QA records.

What You Receive
Within several days after the inspection, you will receive a comprehensive report including:

• Executive summary of scope and findings
• Photographic evidence grouped by production step
• Document review summary (POs, logs, cards)
• Inspector declaration with signature and date
