Independent verification before take-over.

The commissioning phase decides what you accept - and what you own for the next 25 years. Sinovoltaics independently verifies that your plant was built to the agreed EPC scope, tests to IEC 62446-1, and documents the performance baseline your warranties, acceptance certificates and future disputes will reference.

What commissioning support covers
PV commissioning inspection independently verifies a newly built solar plant before acceptance: IEC 62446-1 test and documentation review, EPC scope-of-work conformity, witnessing of acceptance tests, punch-list verification and baseline measurement for warranty and performance references.

Included:

  • IEC 62446-1 verification - test protocols, measurement results and documentation package checked against the standard’s requirements
  • EPC scope conformity - the plant inspected against the contracted scope of work, specification by specification
  • Acceptance test witnessing - PR tests, capacity verification and grid-compliance tests witnessed independently
  • Punch-list verification - open items independently confirmed closed before certificates are signed
  • Baseline documentation - EL sampling, thermography and IV reference measurements at take-over: the plant’s day-one fingerprint
  • PAC/FAC support - findings structured around your provisional and final acceptance milestones

Deliverables: commissioning review report, conformity register, witnessed test records, baseline dataset, acceptance recommendation.

Acceptance is leverage - once

Before the acceptance certificate is signed, every defect is the EPC’s problem: crews are mobilised, retention is unpaid, and the contract is on your side. After signature, the same defect becomes a warranty discussion at best - slower, weaker, and fought from a distance.

Independent commissioning inspection converts that one-time leverage into documented outcomes: verified closure of punch items, witnessed test results, and a baseline that later underperformance is measured against. The FAT-to-SAT logic from our BESS practice applies unchanged: the take-over baseline is the reference for everything after.

The baseline outlives the ceremony

Commissioning measurements are the most under-used asset in PV operations. Captured properly - EL samples per serial number, IEC 62446-3-conformant thermography, string IV references - they become the comparison point for the Annual Plant Health Program, for end-of-warranty campaigns, and for every warranty claim in the plant’s life.

For modules Sinovoltaics inspected at the factory and on arrival, commissioning completes the chain: factory → arrival → take-over. Three timestamped fingerprints per serial number before year one even starts.

When you need this

  • A utility-scale plant approaches mechanical completion or PAC
  • The EPC self-certifies commissioning and no independent party checks it
  • Lender or investor requires independent acceptance verification
  • Punch lists keep closing on paper but not on site
  • You want a defensible day-one baseline for a 25-year asset

Sign the certificate on evidence, not on schedule pressure. → Request commissioning support

Frequently asked questions

  • What does IEC 62446-1 actually require? Minimum documentation, inspection and test requirements for grid-connected PV systems at hand-over: system documentation, inspection per defined criteria, and test categories including continuity, polarity, insulation resistance and functional performance. Our review verifies both the tests and the paperwork lenders expect.
  • What is the difference between PAC and FAC support? PAC (provisional acceptance) verification focuses on completeness, test results and punch-list state at take-over; FAC (final acceptance) revisits the plant at the end of the warranty/defects period - ideally paired with an end-of-warranty campaign.

  • Do you replace the owner’s engineer at commissioning? No - we deliver the independent quality and testing scope, standalone or embedded in the OE’s acceptance process.
  • How early should you be involved? Before the acceptance test protocols are agreed. The cheapest fix to a weak acceptance regime is contractual, not technical.
